Rondo passes a lot because he doesn't have the ability to be a good scorer.
Scoring 10 ppg and 10 apg (and 4 rpg) is pretty damn nice. (And then look at the playoff pictures.) Pretty sure if you leaned on him, Rondo would up his scoring performance at the expense of his assists. But it's a great luxury to not having the team rely on your for scoring (re: Derrick Rose last year).

Chandler can put up 10 ppg too, doesn't mean he's a good scorer. We saw much he scored when our team defended Rondo badly in the Playoffs. No way he scores that much with defense. Sure, he's got some moves around the rim and stuff, but he's not a good scorer.
 
Rondo lights us up because we let him free release at the end of essentially all our offensive possessions and don't put a body on him when he drives until he's an inch from the hoop. As the games go on, we instead give him 8 feet of space to shoot from 16 feet from the hoop and of course, he drains those shots because we've let his scoring confidence grow three-fold by that point in the game. Rondo would win a scoring title if every team let him do what we let him do.
