Top 15= teams that didn't make playoffs
Last 15= teams that did make playoffs
As it stans now they would keep theirs because ours would be 16 or lower and because they are 9th in the West it would be 15th. Now if they make the playoffs, then ours would be higher because of worse record.

Wouldn't be a big deal even if they did exercise the right to swap, both teams are looking at a mid-teens pick so if they made the playoffs they would get 14 and us 15. They're not eliminated but it'll be tough for them, they are 3 games back with 6 games to play for that 8th seed.

The 15 non-playoff teams get lottery picks in order of their regular season records, & then the other 15 playoff teams get their draft seeding as they get eliminated in the postseason. So the 2 teams that reach the NBA Finals will get the last 2 picks in each round of the draft. Depending if Houston makes the playoffs or not & what order they get eliminated in comparison to the Knicks will determine if they use their swap rights or not.
